Health Quality and Safety Commission

Supporting HQSC through organisation life-time changes. From setup as a brand new organisation being spun-out from Ministry of Health, through 12 yrs+ of operations.

We went undercover…

The Health Quality and Safety Commission (HQSC) was established in 2010 with a Triple Aim of improving quality, safety and experience of care, by improving health and equity of all populations and getting the best value from the public health system.

A brand new organisation with such an important job, HQSC needed to grow rapidly while handling large quantities of sensitive information. However, being spun out of the Ministry of Health, HQSC had a large quantity of existing content which they needed to store and retrieve. With regulatory obligations under the Pubic Records Act, and the New Zealand Health Act, HQSC had a significant setup and enablement challenge.

Starting from scratch, HQSC had a specific need to retain the data within New Zealand’s sovereignty, so we proposed a Document Management System based on SharePoint, and hosted at HQSC’s IAAS provider, Revera. Traction offered an ideal means by which to establish a solid service using SharePoint and pre-defined set of 

We rolled it out…

Taking HQSC through the Spoke deployment model we delivered a proof of concept within two weeks, and completed the implementation in another week.


Building on a hosted server deployment, using the Traction™ model for delivery, Spoke enabled HQSC to deliver an Intranet, document management and project coordination. Since then Spoke consulting have HQSC with workflows, technology assessments, upgrades and adoption of new capabilities with Microsoft 365 platform.

Over the years Spoke have remained HQSC's trusted partner supporting multiple system updates, delivering new solutions and migrating the intranet and document management solutions from on-premises server platform to Microsoft 365 and SharePoint Online.

As part of the extended team Spoke provide regular review of changes to service, impact for the organisation and ongoing guidance around support, adoption and change management when using Office 365 and Microsoft technologies.
